HEAT NETWORKS TO SCALE UP DECARBONIZATION IN HOUSING

Description
District heating networks powered by renewable and recovered energy are among the most powerful tools for rapidly decarbonizing the building sector. Nordic models have demonstrated this for several decades: when well-planned, supported, and connected on a large scale, these networks enable a massive shift away from fossil fuels. In France, the potential remains considerable but is still underutilized. The Multi-Year Energy Plan (PPE3) sets an ambitious goal: to triple the number of district heating networks. This requires a genuine shift in scale: accelerating projects, securing business models, mobilizing local governments, connecting more multi-unit housing, and making better use of local resources. This roundtable will compare European experiences with French realities to identify persistent barriers to deployment: financing, public acceptance, regional engineering, building connections, availability of renewable heat, and local governance. Above all, it will examine the conditions needed to make district heating networks a central tool for the widespread decarbonization of housing. How can the threefold increase announced by the PPE3 be transformed into a truly operational pathway? What role should local governments play in local energy planning? A roundtable discussion moderated by Aude Ricard, journalist
